 Hi there, thanks for the ticket!

 I believe this was somewhat improved in [50027] / #51476, the Updates icon
 in the admin bar should now rotate when performing inline updates on the
 Plugins screen.

 Just thinking, could scrolling to the first updating plugin have
 accessibility concerns if it's unexpected?

 Would a rotating icon (the one that shows progress in other areas of core)
 next to the Apply button be helpful here?
