 As noted on #26021, this was intentional. Let's keep the discussion in
 that ticket.

 The [https://wordpress.org/plugins/admin-bar-color/ Admin Bar Color]
 plugin could set it on the front end, but
 [https://github.com/eduardozulian/admin-bar-color/pull/10/files#diff-
 f88854057ee70f3953b03fc141846fbb9737170329ea370ebe1738ff4f942d42R31 it
 needs updating] for newer versions of PHP.
