 @otafox I understand your situation and empathize, however this is not
 really a bug report for WordPress in that there's no actual mention of
 what is happening to Yandex users that you feel is a bug.

 If you want to reply or edit your report with some more information, we're
 happy to have a look.

 By default, WordPress does not limit ANYONE from logging in and
 registering on any site. Individual sites may block a they see fit, but
 that's not something inside WordPress core.
