 Words cannot express how disappointing this statement is :( The last
 sentence highlighted in the quote should be a reason to make this
 announcement ASAP.
 PHP 7.0.0 was released **7 years ago**, that's ancient!

 I really feel you should rethink the "5% total" rule, because as pointed
 out above, sites that are still on WP 5.1 or lower are likely ghost sites
 and shouldn't inhibit WordPress' progress.
