 Build/Test Tools: Run Xdebug tests on PHP 8.2.

 Xdebug 3.2.0 (which adds support for PHP 8.2) has been released and is now
 included in the PHP 8.2 Docker container.

 The tests in the `xdebug` group can now be run against all PHP versions
 currently supported by WordPress.
