 Hi and welcome to Trac!

 Could you try again with (some) plugins deactivated?

 The apostrophe did not change to the `’` character code in either
 link I created following this process:
 1. Activate the Classic Editor plugin.
 2. Copy the "What’s Better For SEO?" heading.
 3. Add a new post and paste the heading as the post title.
 4. Click the "Insert/edit link" button.
 5. Click the "Link options" (gear icon) button.
 6. Insert a URL (I used `#`) and paste the heading as Link Text.
 7. Click "Add Link" and check whether the link text shows the apostrophe
 or a character code.
 8. Publish the post.
 9. Add a new post.
 10. Click the "Insert/edit link" button.
 11. Click the "Link options" (gear icon) button.
 12. Select the post you just published.
 13. Click the "Add Link" button and check the link text's apostrophe
 again.

 (local installation: WordPress 5.8.1, Twenty Twenty 1.8, Firefox 92.0,
 Windows 10 Home 20H2)
