 The style in your example are the ''editor defaults'' that the theme
 already overrides in order to match the design and spacing for the theme.
 So no, the default editor styles are not used on the front, the theme
 styles are.

 If the plugin chooses not to use {{{data-block}}} in the editor then the
 theme styles for {{{data-block}}} will not be applied.
