 [attachment:"35725.21.diff"] incorporates additional feedback from
 @spacedmonkey on the GitHub PR (thanks!) and adds a test for
 `wp_get_webp_info` explicitly, as well as an additional mime type check in
 that function so it only operates on WebP images.

 I'm going to give this some final testing and get it committed! I'd like
 to get this in so it can get wider testing (and continue working on using
 WebP as the default format), we can fine tune things like the compression
 quality default before launch.

 Note: WebP is spelled with a capital P which I kind of like :)

 Hey @SergeyBiryukov if you have a chance I would appreciate a code review
 before I commit this!
