 We've done an amazing job with starter text for our default themes.

 As someone who works with small business owners, however, they often don't
 realize they should not delete or rewrite "Hello World." Instead, it's
 published.

 Searching for the string shows over 5,000 results.

 I think a simple solution is to set it as a draft instead of published.

 I searched Trac and couldn't find this ticket so I thought, why not submit
 it?
