Comment:

 @elxafil The problem may have been fixed in the past few years. I tried a
 fresh install of WordPress 5.7 and saw the toolbar on the front end both
 before and after activating multisite.

 If you still experience this problem, please reopen the ticket and give
 screenshots and/or more details.
