Comment:

 I'm closing this ticket, because while I would've liked to be able to have
 the default environment be "development", there's seemingly not a viable
 option to make that happen. If wp_get_environment_type() had not been used
 for defining WP_DEBUG perhaps it would've happened, but I understand the
 issues mentioned.

 Best option now is to require explicit defining of the environment type
 ([https://core.trac.wordpress.org/ticket/50896#comment:13 source]),
 otherwise keep the site inoperable.
