Comment:

 This ticket was discussed during today's accessibility bug-scrub. Given
 `Ctrl + Y` worked on Classic Editor and it doesn’t on Gutenberg, this
 sounds like an a11y regression and a lack of feature parity with the
 previous editing experience.
