#51185: Undo function in Classic block resets to last save point

The undo function, <Ctrl>+Z, does not perform incremental undo operations
in the new embedded Classic Editor block.

Instead it reverts to the last save point, wiping out any work you have
done since then. The reversion is unrecoverable.

I have described this as 'major' because it will be a significant problem
to users of wordpress used to the old Classic editor, and anyone who uses
the platform for any form of long-form writing.

The bug is trivial to replicate, and appears to be due to the overarching
Gutenberg editor acting on Ctrl+Z before the Classic block is able to.

 Platform: wordpress.com.
