 Hello @josephdickson, and thank you for reporting this issue.
 This ticket was discussed during last week's accessibilty bug-scrub.
 The Accessibility Team doesn't really think this is an Accessibility
 problem, given that, as noticed, the permalink is permanently available in
 the Document tab of the Block Editor.
 Nonetheless, the Accessibility Team recognize that having the permalink
 reachable with a single click and in a position where people are used to
 find it would still be useful and worth of consideration.
