 Sorry, didn't mean to imply that the feedback on that post would hold up
 this ticket, or prevent this bump from happening. It's more to make
 everyone aware that the steps for the next phase of that plan are being
 put in motion, and to catch any steps missed.

 Documenting what metrics were at the time of the decision to finally make
 this change is also important for historical reference.

 Publishing a post titled "Raising Minimum Version of PHP" will also just
 catch more attention that a bullet point in the proposed release
 features/changes and a note in the weekly meeting summary.
