 No official decision yet, but I'm pretty sure that is the goal that was
 agreed upon in the [https://make.wordpress.org/core/2020/05/07/agenda-for-
 may-11th-site-health-meeting/ May 11th Site Health meeting]
 ([https://wordpress.slack.com/archives/CKSU841L7/p1589212852137000 Slack
 logs]).

 Since PHP 8 support is also one of the WP 5.6 focuses, and PHPUnit 8+ is a
 prerequisite for that, let's proceed with this.
