 @davidbaumwald No, this should not be punted.

 As #41750 ''was'' punted, the `47783-magic_quotes_deprecation-
 phpmailer.patch` patch should be applied for WP 5.3 to allow WP 5.3 to be
 compatible with PHP 7.4 when it comes out

 The patch it may need a refresh after the PHPMailer upgrade from #40472
 though.
