 Site Health: Use `WP_Automatic_Updater::is_disabled()` to check whether
 automatic updates are disabled.

 The previous check for `DISALLOW_FILE_MODS` and
 `AUTOMATIC_UPDATER_DISABLED` constants didn't always provide accurate
 results.
