 Thanks @mikeschroder. I’d consider this ticket a bug, as the buttons
 without visible text are not operable by some users e.g. speech
 recognition software users.

 Moreover, icons don't have a universal meaning. Generally, icon-only
 controls are an accessibility anti-pattern as the accessibility team
 outlined in other reports, for example in the Gutenberg accessibility
 report published on October 2018
