 Per the
 [https://wordpress.slack.com/archives/accessibility/p1568736688078400
 discussion in a recent #accessibility scrub], a reliable way to solve this
 has yet to be thought up. I'm going to punt this one, but if a patch is
 written before the 5.3 beta 1 deadline on 23 September, it can be
 reconsidered.
