 @karmatosed as pointed out in a couple of the previous comments, the
 accessibility team recommends ''visible'' headings. I
 [attachment:"47610.diff"] I made them visually hidden just because there's
 no design feedback yet. So yes, this ticket still needs design, please.

 Of the 3 new headings, I'd be fine in keeping the "Available actions" one
 (the one for the bottom toolbar) visually hidden. The other two new ones:
 "Menu" and "FIlter attachments" would better serve users if they're
 visible.
