Comment:

 Pending design feedback, [attachment:"47610.diff"] is a first pass to add
 new headings. For now, they're visually hidden.

 - Menu
 - Filter attachments
 - Available actions

 I opted for "Available actions" because this heading needs to identify the
 bottom toolbar. Depending on the frame and flow, this toolbar can have the
 current selection state and the "insert/select" button (actually the
 button text varies and can be set via options). There's the need of a
 heading text that is generic enough and "Available actions" sounded
 decently meaningful to me.

 I'd appreciate feedback from the media component maintainers and backbone
 experts to make sure these new headings are rendered on all the various
 frames.
