Comment:

 Looks like this has been the location of the field since [26134], which
 brought in MP6 and completely redesigned the admin area.

 I am going to tag this for some design feedback. I dug through the
 [https://plugins.trac.wordpress.org/browser/mp6 commits for the MP6], but
 I couldn't find any specific specific mentions of this in the commmit
 messages.

 Also, it's worth noting that this change would also affect the comments,
 pages, users, and sites pages as well (pretty much any page that uses the
 stock search for a `WP_List_Table`).
