 There's a plain JavaScript, MIT licensed, hoverintent see
 https://github.com/tristen/hoverintent

 I think this would allow to refactor `admin-bar.js` and make it jQuery-
 free keeping the current functionalities. @azaozz do you think it is worth
 it? Twenty Nineteen (and I guess more themes in the future) don't use
 jQuery and it would be nice to respect their intent when logged-in users
 navigate the front end pages.
