 When a taxonomy has sub taxonomy terms, they all show up correctly in the
 admin area ''**until**'' some are chosen and the post is saved.

 After the post is saved, only the sub categories that are checked show up.
 The unchecked ones are seen as parent terms and that is wrong and
 confusing to clients.

 See below (test2 is a child of uncategorized, but it shows up wrong):

 This issue does not happen on the new Gutenberg Editor.
