Comment:

 I am not sure this is so terrible.

 WordPress installs some plugins and themes by default to help users get
 started and discover hw they can customize and build on WordPress (Hello
 Dolly). But, after their sites have been setup, this is still a valid
 recommendation.

 If a users were sent directly to the Site Health area on a fresh install,
 I think this would be more problematic. But, they likely will not venture
 into this feature until much later.
