Comment:

 I'm able to reproduce following these steps:
 - set the "Light" color scheme under Users > Your Profile > Admin Color
 Scheme
 - collapse the admin menu
 - go to the admin dashboard page `wp-admin/index.php`
 - click and hold on the icon

 Worth noting it happens on any "active" top level menu item, see attached
 screenshots.
