 Hi!
 The standard behavior of WordPress remains the same and it still causes
 discontent of many users. The destruction of the taxonomy hierarchy (with
 a relatively small number of categories) is perceived by the user as
 illogical, confusing behavior. Could you add a custom option in the admin
 settings with which user can specify the maximum number of categories
 after which the behavior changes? Those. if in the admin settings of the
 option "Display selected categories at the top of the list when the number
 of headings is reached:" the user sets 20. If the number of categories is
 less — let the system behave logically — display the hierarchy without
 violations. And if the categories quantity becomes 20 or more - the
 behavior of the system changes and the selected categories are displayed
 at the top of the list (as is happening now).
