 Hey,

 So I am on the Appearance -> Themes page and I see my list of currently
 installed themes. To change themes I click on the 'Activate' button.

 When I click that button the themes activate without any problem. I am
 able to choose another theme after that and repeat the process without
 seeing the error message.

 Is there any other steps that I should be taking or is there a different
 way for me to be activating the themes that triggers this?

 I just tested this with latest WP 5.1.1 and several of the default twenty*
 themes and haven't been able to get the error message to appear for me.
