Added a mockup from a related block editor ticket
 (https://github.com/WordPress/gutenberg/issues/15432#issuecomment-489536288),
worth throwing into the mix for consideration. The key design constraint
that inspired the mockup was a reliance on borders instead of drop
shadows, both to create consistency between input styles, dropdown widgets
and button styles, but to be able to allow the same high contrast focus
 style for all of them.

Worth also noting that drop shadows alone are removed in Windows high
contrast mode, so a focus style made up of only a drop shadow won't show
up in high contrast mode. We can hack around that — show a transparent
outline, it will be made opaque in that mode — it would be nice to
simplify things and have the same bordered focus style across modes.
