 Rewrite Rules: Add a comment to `# BEGIN/END` `.htaccess` markers to
 clarify that the directives are dynamically generated, and should only be
 modified via WordPress filters.

 Introduce `insert_with_markers_inline_instructions` filter to modify the
 default instructions text.
