 With PHPUnit 7.x support added, we should update the
 [https://make.wordpress.org/core/handbook/testing/automated-
 testing/phpunit/ Setup section in the handbook] at some point, but I'd
 like to wait until
 https://github.com/sebastianbergmann/phpunit/issues/3502 is resolved
 before doing that.
