 As part of #design triage on Jan 28, 2019 I read through this ticket, and
 it had several parts implemented in two different releases, but not all of
 it.
 The ticket was closed as fixed and then reopened. It went from bug to
 enhancement to bug. It went from normal to major to critical, but these
 are changes from whoever encountered the problem last, not devs.

 Someone added ux-feedback keyword 4 years ago (so 6 years into the
 ticket), and I think it's because it's not really obvious what should
 happen with Pages that are private or draft or future.
 • Should they show up in the dropdown lists?
 • Should you be able to make a child page for Page that is not Published?
 • Does the child inherit the status? If so, does it inherit any change in
 the parent Page status?
 • And if a parent Page is Published and then changed to draft or private,
 what happens to the child?

 There is a 2 year old patch on comment 210, but comment 212 indicates a
 small change is needed. I don't know which part is actually fixed and
 which is still a problem, or what anyone is waiting on.

 We can move this forward by answering the above questions. It might help
 to consider this as more than one ticket, as in the various places that
 Pages are listed or used, such as menus and Page on front and Posts Page.
