 Yeah this is already an improvement on trunk's current approach of
 translating immediately. And  centralized cache busting seems like it
 could be added later if we still identify the need, right?

 Once this lands in 5.2 it would probably be good to try to pre-emptively
 test this with the most popular plugins/themes (a bit like
 @danielbachhuber [https://plugincompat.danielbachhuber.com/ did pre-
 Gutenberg ], just on a much smaller scale). I can put some time towards
 that.
