Comment (by afercia):

 Discussed during today's accessibility bug-scrub. The idea to move the
 buttons sounds sensible. Agreed Undo and Redo should be moved as well and
 grouped with all the other editing controls. Otherwise,  keyboard and
 screen reader users would have to traverse back and forth all the content
 to Undo / Redo / Edit.

 Pending major re-ordering from #47136 and design feedback.
