 Hello and welcome to WordPress Trac!

 There is a lot of great ideas in this proposal. One thing is quite certain
 in my opinion: before having such a (big) feature in WordPress Admin, the
 proposed workflow has to happen in WordPress core development processes
 itself. This is not the case today, since releases focuses are not that
 detailed, even few weeks/months before the release date.

 (by the way, it already makes sense in Gutenberg development workflow)
