Comment (by jameskoster):

 > If we were to say on the one hand, "hey let's group everything content
together", and on the other hand were to go "but not with plugin X" (where
plugin X stands for WooCommerce in this example), how are we actually
solving the bring content together in the default menu if we're not, in
 fact, using the default.

Just in case it wasn't clear, WooCommerce would not be the exception. I
imagine all of those kinds of plugins you mention would introduce their
own menu, just as WooCommerce does in the prototype I shared.

Another way to look at it: Content Management might just be the default
"app" on fresh WP installs. It and other "apps" (e.g. Woo) run on top of
WordPress as an operating system. We might abstract all of the general
settings and options into a dedicated "system preferences" section, so the
"Content Management app" feels more like an app, rather than a kernel.

variant of the problem somewhere else.

Am I right in understanding that you think we should explore enabling
plugins to apply context within a single core menu system? Without the
separate "meta level" menu? My concern with that is that as you add more
plugins the lines simply blur too much. Although I must admit it's not
something I've explored in any great detail just yet.
