 I think what @karmatosed means (correct if I'm wrong please) is that it
 should be somewhere where it's easily accessible for new users or those
 who are not used to work with the BO.

 As you said the version is sometimes filtered or removed by plugins. It
 may be great then to have in a place where we can be sure it'll not be so.
