 Thanks for adding that, @Clorith! I forgot to add that to my description.
 Completely agree. This is what I had in mind:

 1. Audit use in Core.
 1. Replace remaining usages (if there is a decision to proceed).
 1. Evaluate remaining use in the wild (plugins, themes, custom code).
 1. Present developers with better alternatives and educate.
 1. Remove form Core entirely or switch to enqueueing from a CDN
 ([https://core.trac.wordpress.org/browser/tags/5.1.1/src/wp-includes
 /script-loader.php#L947 similar to Scriptaculous and Prototype in Core
 now]).
