 That is the color used for the background of `.badge.blue` that is
 currently committed to core in `/wp-admin/css/site-health.css`.  All this
 patch does is change to using it as a border instead of background.

 > - The badges should retain the 3px border radius. Border-radius is a
 common pattern for badge styling.

 see [comment:5 "comment #5"], where @hedgefield suggested using square
 corners so the badges aren't mistaken for buttons.
