 if one of the goals is to showcase plug-ins (active/inactive/premium) that
 have a feature, then there needs to be a way for those plugins not in the
 wp.org directory to get shown as well.

 Commercial/premium plugins not installed through .org can frankly do
 whatever the heck  they want. The only gatekeeper to “good behavior” here
 are the plugin guidelines for the .org directory and the plugin review
 team’s interpretation of those guidelines. It’s why some (me included)
 feel .org plugins should be made to set good examples, to be the best
 representation of WordPress, not be given great leeway and make WordPress
 a mess.

 If a non-org repo plugin wants to hide results from other plugins, or fake
 their review scores there is nothing, short of public shaming, to stop
 them.
