 in the standard format.  There'd be no way for plugins to return results
 in the "new" tab unless they are distributed via wp.org.  But we could
 explore a hook for plugins to return results for a special "Other Sources"
 tab (which I would suggest not going in the initial iteration and being
 explored in a separate ticket after this lands).

 Not tied to a specific way to accomplish it, but there was concern above
 that Premium plugins wouldn't show up in the search results and think that
 if one of the goals is to showcase plug-ins (active/inactive/premium) that
 have a feature, then there needs to be a way for those plugins not in the
 wp.org directory to get shown as well.
