 Hi @rklis,

 Thanks for this ticket! Sorry that it took so long to receive a response.

 I am inclined to leave these as is for the time being. I believe that
 these rules are in place to ensure maximum compatibility with HTML, XHTML
 and XML.

 While using HTML5 is more common, there could still be sites using XHTML.
 Also, this should probably be proposed and discussed on the
 [https://make.wordpress.org/core/ Make WordPress Core blog] before
 formally making any changes.

 I don't feel super strong about this, though. I am going to mark this for
 a 2nd opinion.
