 Quick summary of yesterday's multisite chat, we decided to not pursue
 adding specific support for `$roles` to `wp_initialize_site()` for now
 (related: #44894). There are a few complex issues related to that, and we
 don't wanna expose a specific interface to interact with it that would
 make developers assume that everything easily works as expected.

 As a result, the only remaining part here is solid test coverage for the
 new functions.
