 ` ` is supposed to be converted to a hyphen by [source:tags/4.9.8/src
 /wp-includes/formatting.php?marks=2001,2002#L1980
 sanitize_title_with_dashes()].

 Are you sure the issue still happens on a clean install with all plugins
 disabled and a default theme (Twenty Seventeen) activated?
