 Recently we've had an issue with Gutenberg's Latest Comments block, but we
 thought this goes further to how WordPress core handles comments.

 WooCommerce adds order notes (custom comment type `order_note`) and uses
 the filter `comments_clauses` to exclude these comments. In this case, the
 Latest Comments block does not display them. But as soon as the
 WooCommerce plugin is deactivated, the comments will start appear.

 Not sure what the best solution here would be, nor whether it should be
 handled on Gutenberg/core side, but looking forward to your opinions.
