 Following a discussion from #45151 it would be nice to investigate the
 privacy policy content to see if it can be converted to an indexed array
 for easier manipulation through a new filter run prior to the foreach so
 that plugins/devs can add content or adjust the array without having to
 worry about the block editor markup.
