Comment:

 The theme controller was merged in
 [https://github.com/WordPress/gutenberg/commit/de2fab7b8d66eea6c1aeb4a51308d47225fc5df8
 de2fab7]. [attachment:"45016.diff"] is a patch for moving the bare-bones
 theme endpoint into Core against the 5.0 branch. It should also apply to
 `trunk` cleanly.

 I wasn't sure about including the `tests/qunit/fixtures/wp-api-
 generated.js` changes in the patch vs. those being made pre-commit. That
 file was automatically updated.
