 Unfortunately not, this option is meant for static blocks essentially as
 it doesn't show the block demarcations (the comments surrounding the
 blocks) and dynamic blocks (like "recent posts", "categories"...) don't
 have this option.

 Worth noting that third party blocks can opt-out of this option too.
