 > The Gutenberg plugin would make its own case to its users, informing
 them that they can get on the Beta track by reactivating it.

 As Core will be the one deactivating the plugin, Core will have to be the
 one with the messaging as Gutenberg will no longer be active on the site
 at that point :)
